1. In a medium bowl, combine chicken pieces with cornstarch, egg white, salt, and black pepper. Mix thoroughly until all pieces are well coated. Let marinate for 15 minutes at room temperature.

2. Heat vegetable oil in a deep pan or wok to 350°F (175°C). Working in batches, carefully add chicken pieces and fry for 4-5 minutes until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

3. In a large skillet or wok, heat sesame oil over medium heat. Add minced garlic, ginger, and dried red chilies. Sauté for 30-45 seconds until fragrant, being careful not to burn the garlic.

4. Add tomato ketchup, soy sauce, chili garlic sauce, rice vinegar, sugar, and water to the skillet. Stir well and bring to a gentle simmer. Cook for 2-3 minutes until the sauce slightly thickens.

5. Add the fried chicken pieces to the sauce and toss gently to coat each piece evenly. Cook for an additional 1-2 minutes, allowing the sauce to caramelize slightly on the chicken.

6. Transfer to a serving dish and garnish with sliced green onions, toasted sesame seeds, and bell pepper strips if using. Serve immediately while hot and crispy.

Chef's Notes
For extra crispy chicken, double-fry the pieces: fry once at 350°F for 3 minutes, remove and let rest for 5 minutes, then fry again at 375°F for 2-3 minutes until deeply golden.
Remove seeds from dried red chilies if you want flavor without extreme heat, or use fewer chilies for a milder version.
Serving Suggestions
